Victorian High Productivity Freight Vehicle (HPFV) Scheme

Transport operators of vehicles under Victoria’s High Productivity Freight Vehicle (HPFV) notice can operate with increased payloads and access new parts of the network.

Under Victoria’s Moving More with Less policy, HPFVs help to better manage the growing freight in the state. Victoria has published an information sheet explaining the policy and its implementation.

The Victorian HPFV network provides improved access for 30-metre and 36.5-metre A-Doubles, operating up to 85.5 tonnes.

A condition of this scheme is that vehicles be monitored under the Intelligent Access Program (to manage route compliance with the approved network) and be fitted with a Category B or C on-board mass (OBM) system (to manage mass compliance).

Important note – 1 May 2020

A condition of the HPFV’s scheme is the requirement for participating vehicles to be fitted with Category B or C OBM systems, once commercially available. The Victorian Department of Transport has recently confirmed that there is no intention to make changes to current regulation until post COVID-19 response.

This means the requirement for Category B or C OBM systems to be installed and transmitting data to TCA will likely be delayed until the start of 2021. The Department of Transport will work with TCA to give transport operators sufficient time to implement to new requirement.

Intelligent Mass

OBM systems will be used to enable the Victorian Department of Transport use of Intelligent Mass on the HPFV network.

Intelligent Mass will provide Victorian road managers with visibility over the loading of participating vehicles on the network—invaluable for improved network planning, maintenance, investment and measuring the benefits to industry of the scheme.

Initial assessment of the program indicates that, conservatively, A-Doubles operating under this scheme will reduce the number of trips required by 128 percent over what would be expected if standard articulated or rigid trucks were used. A-Doubles are also over 40 percent more efficient than standard B-Doubles. Growth in this scheme has been significant, with over 650 vehicles now enrolled.

The map demonstrates the core use of the scheme to service export markets in regional areas, as well as interstate freight and safer, more efficient container and other freight movements in complex urban environments.

TCA has not disclosed IAP information which identifies any transport operator or vehicle enrolled to any party. Data was collected between 1 January 2018 and 30 June 2019. These dashboards show journeys on major roads as requested by VicRoads and do not represent all monitored vehicle movements within this area. Vehicle Type is defined using the most recent IAP scheme enrolment of that vehicle at the time of its journey. Vehicles may not be configured as a HPFV during all journeys. Journey counts are aggregated by road name within each local government area.
